Abstract The article is devoted to the methodology of formation of local environmental regulations for the territories of the districts submitted for the competition «The Image of Renovation». The article presents the tasks and results of a pre-project study of a group of urban planners (graduates and associate professor of the Department of Urban Planning of the MARCHI) of environmental features and uniqueness of the urban environment of the competition territory and the formation of a human scale of an identical urban environment and its architectural visualization for sustainable and targeted development. The «Triune system of the environmental code» [1] allows us to evaluate and adjust the quality of the urban environment, taking into account the socio-cultural, ecological and psycho-emotional, historical-cultural, spatial-spatial factors of perception.
