Abstract A small rural settlement is the basic unit of the rural settlement system, and its sustainability depends on the stability of the regional settlement system. A study was conducted on rural settlements in the Rostov region with a population of up to 2,000 people. The study revealed that it is difficult to create a comfortable and safe environment in small rural settlements with a population of up to 200 people. The nomenclature of service facilities typical for settlements with different populations has been identified. Documents on territorial planning of rural settlements where such settlements are located have been studied. As a result of studying the territorial planning documents, it was revealed that the approaches to developing urban planning documentation for such settlements need methodological improvement. It was suggested that the optimal population size for a minimum rural settlement in the Rostov region is around 1,000 people. The following forms of rural settlements with minimum population sizes were proposed in the Rostov region: isolated, multi-contour, and clustered.
Keywords: rural settlement, minimum number of inhabitants of a rural settlement, comfortable environment of a rural settlement, cluster settlements, settlement system, social infrastructure
