Abstract The article deals with origination of the phenomenon of inbetween-aglomeration areas in the context of Russian settlement system polarization. A method for identifying inbetween-aglomeration territories based on the construction of transport accessibility isochrones is proposed. The classification of inbetween-aglomeration territories is considered. The assessment of the availability of social infrastructure is carried out, and the main problems of the inbetween-aglomeration territories of the macroregion «Moscow–St. Petersburg» are identified. The factors influencing the development of these inbetween-aglomeration territories are considered. Scenarios of spatial development of the «Moscow–St. Petersburg» macroregion are outlined. The main directions and prospects of transformation of areas with a low level infrastructure access in the zone of inbetween-aglomeration influence are formulated.
Keywords: aglomerations, inbetween-agglomeration areas, spatial planning, development strategy, isochrones of transport accessibility
