Abstract In the settlement system, medium-sized and large cities have a great potential for development as sub- and interregional centers, but in modern socio-economic conditions, the existing models of their spatial development require a critical rethink, in particular, taking into account the positive foreign experience. The article explores various methods of reconstruction and development of medium and large cities in Scandinavia in the late XX – early XXI century. The possibilities of their application for the conditions of cities in European Russia that have a number of similar natural, climatic and socio-economic characteristics are considered. Positive and negative processes and socio-economic and urban planning strategies for conservation, regeneration and sustainable development of historical centers of a number of medium and large cities in Denmark, Sweden and Finland are also considered.
