Article FORMATION OF REFERENCE POINTS OF THE NORTHERN LATITUDINAL TRANSPORT CORRIDOR

Abstract The article discusses current, «painful» problems of the settlement system and territorial planning in the conditions of Arctic and northern territory, the impact of the current situation on the Arctic ecosystem. The main problems of the region are formulated, the prerequisites for development and existing state programs that can have an impact on the formation of the region are considered. The main principles and strategic sustainable development scenario based on a one-time integrated design solution and an ecological oriented approach based on biosphere compatibility and the doctrine of urban development are identified. A principal model of urban planning formation of the territory and the system of reference points of the Northern latitudinal transport corridor is proposed. A fragment of the system developed in the eco-oriented development paradigm is considered in detail.
