Êîíöåïöèÿ ãîðîäñêèõ îêðàèííûõ ïîÿñîâ ñôîðìóëèðîâàíà â èññëåäîâàíèÿõ ðàçâèòèÿ ñòðóêòóðû ãîðîäîâ â ïåðâîé òðåòè XX âåêà. Ñîãëàñíî ýòîé êîíöåïöèè ïåðèôåðèéíûå òåððèòîðèè ïðîøëûõ ýïîõ ðàçâèòèÿ ãîðîäà, âîøåäøèå â åãî ñîâðåìåííóþ ñòðóêòóðó, ñîõðàíÿþò ñâîè ïðåæíèå ïðîñòðàíñòâåííûå è ôóíêöèîíàëüíûå õàðàêòåðèñòèêè, ÷òî ïðåäñòàâëÿåò ñëîæíîñòü äëÿ ãðàäîñòðîèòåëüíîé äåÿòåëüíîñòè, â òîì ÷èñëå è äëÿ ðàçðàáîòêè ãåíåðàëüíûõ ïëàíîâ äàëüíåéøåãî ðàçâèòèÿ ãîðîäîâ. Àíàëèç ñòðóêòóð îêðàèííûõ ïîÿñîâ ðàçëè÷íûõ ãîðîäîâ ìèðà, ðàçâèâàâøèõñÿ â ðàçíûõ óñëîâèÿõ ãðàäîñòðîèòåëüíîé äåÿòåëüíîñòè (ýêîíîìè÷åñêèõ, ïîëèòè÷åñêèõ è äð.) ïîäòâåðæäàåò îáùíîñòü çàêîíîâ èõ ôîðìèðîâàíèÿ, ðàçâèòèÿ è õàðàêòåðèñòèê. Âûÿâëåííûå êà÷åñòâà ïîçâîëÿþò óòâåðæäàòü îá óíèêàëüíîñòè íåïðèçíàííîé â ãðàäîñòðîèòåëüíîì ïðîåêòèðîâàíèè âñåõ óðîâíåé ìîðôîëîãè÷åñêîé ñòðóêòóðû – îêðàèííîãî ïîÿñà. Âàæíåéøåé çàäà÷åé â äàííîé ñâÿçè ñòàíîâèòñÿ òðàíñëÿöèÿ ðåçóëüòàòîâ èñòîðèêî-òåîðåòè÷åñêèõ èññëåäîâàíèé â ïðàêòè÷åñêîå ãðàäîñòðîèòåëüñòâî, â òîì ÷èñëå îòå÷åñòâåííîå.
