Features of the development of Baltic resorts

Abstract
This article explores the evolution of resort culture in the Baltic Sea region from the late 18th century to the present day, analyzing the urban development of these territories. It examines the stages of architectural change and modern approaches to the development of resorts as tourist destinations. A data indexing method for assessing settlement development and a typology of Baltic resort areas (settlement, cluster, and dacha strip) are proposed. A review of the European and Russian legal frameworks, resort governance practices, as well as approval/coordination procedures and monitoring mechanisms aimed at reducing risks and conflicts is presented. The principles for the development of Baltic resort settlements are identified: health and wellness functions, sustainable mobility, environmental sustainability, preservation of identity and heritage, and regulated development within a specific settlement structure shaped by coastal landscapes.
