ArticleEXTERNAL FACTORS RESTRICTING THE DEVELOPMENT OF HISTORICAL CITIES OF THE MOSCOW REGION

Abstract The article study and suggests decisions to the problems of historical cities of the Moscow region: regulatory, economic, environmental, transport. The evolution of the concepts of “historical city” and “historical settlement” in domestic regulatory acts is analyzed, the historical genesis of the lists of settlements related to these concepts is examined and the impact of this status on settlements welfare is assessed. The problems of the intentional and conceptual nature of classifications are identified. The complexities of the budgeting system of settlements are considered as factors limiting the economic realization of the unique tourism potential of the territories. Environmental problems of anthropological, transport, industrial and engineering nature are brought into line with their causes: from the lack of alternatives to personal vehicles to the imperfections of the regulatory system and national registry. The article ends by an analysis of the transport infrastructure problems in combination with resettlement trends as factors directly or indirectly affecting all of the above areas. Each section is accompanied by copyright solutions to the identified problems.
