Abstract The features of the development of modern urban planning systems were analyzed, the development factors of large urban planning systems were identified, the reasons for the formation of urban planning systems were clarified, the concept of a new urban planning paradigm for the formation of urban planning objects was proposed, and principles for the formation of modern urban planning systems were proposed.
