Abstract The space of three levels is considered: national, regional and environmental, close to the person. Each of the levels is divided into two layers: territorial, showing the space having the shape and the center, and infrastructure, which lines of communications and nodal points are visible. Nodes and centers have similar localization and provide layer connectivity. At the national level, there are vast mega-zones determining different living conditions, and the main communication corridors: meridional and latitudinal. At the next level, along with macro-regions and regions, there are systems based on highways: agglomerations, conurbations and uniting them megalopolises. The environmental level is represented by municipalities and neighborhoods, zones of production and other purposes, which are structured by networks of streets, roads, logistics hubs and centers of business and commercial activity. Closely interconnected, interwoven levels and layers have a certain nature and patterns of development.
