Most of the objects of cultural heritage of the Kaliningrad region is in the final stage of destruction. Ruins of churches and castles have been transferred in the ownership of the Russian Orthodox Church, which does not have enough resources for scientific restoration of these monuments. The article presents a comparison of the legislation on the ruins of the Russian Federation and the State of Saxony and analysis of Italian architectural theories in order to identify possible ways to revitalize ruins.
