Abstract
The article discusses the development of the settlement system of the Southen Urals in the light of the "Urban Doctrine of the Russian Federation". Special attention is paid to Chelyabinsk region, as the main territorial element. The article defines the place of the region in the economic and social structure of the upper-order systems. It considered the negative and positive factors that affect on the development of territorial complex. This article offers the forecast of development of systems of lover order.
