Abstract	In this paper some basic provisions of the legislation in the field of land use and development on the example of the city of Perm. Priority was given the task of creating a mobile version of the rules of land use and development, Perm, which could ensure the monitoring of town-planning decisions in real time with the use of GIS technologies. Describes created GIS project for monitoring conditionally permitted use. Presents the results of the Express analysis.
