Ñòàòüÿ ïîñâÿùåíà îáçîðó HARD è SOFT-èíñòðóìåíòîâ òðàíñôîðìàöèè àðõèòåêòóðû ãîðîäñêîé ñðåäû ïîñðåäñòâîì ðåàëèçàöèè êóëüòóðíî-îáðàçîâàòåëüíûõ ïðîåêòîâ êàê çà ãðàíèöåé, òàê è â Ðîññèè. HARD-èíñòðóìåíòû îáúåäèíÿþò àðõèòåêòóðíûå ïðîåêòû – ñîîðóæåíèå íîâûõ çäàíèé, êîìïëåêñîâ íîâûõ çäàíèé è äàæå íîâûõ ðàéîíîâ èëè ðåâèòàëèçàöèÿ ñòàðûõ, à SOFT-èíñòðóìåíòû – ïðîåêòû ïåðåïðîãðàììèðîâàíèÿ ñóùåñòâóþùåé ãîðîäñêîé ñðåäû, âðåìåííóþ àðõèòåêòóðó, ãîðîäñêèå ñîáûòèÿ, ðàçëè÷íûå òåõíîëîãè÷åñêèå ïðîåêòû. Óòâåðæäåíèå òðåíäà íà ðàçâèòèå êðåàòèâíûõ è óìíûõ ãîðîäîâ òðåáóåò îò ìóíèöèïàëüíûõ âëàñòåé áîëåå ãëóáîêîé è êîìïëåêñíîé ïðîðàáîòêè ïîëèòèêè ïî îáíîâëåíèþ è òðàíñôîðìàöèè ãîðîäîâ, ïðåäúÿâëÿåò íîâûå òðåáîâàíèÿ ê ýòîé ïîëèòèêå è åå èíñòèòóöèîíàëüíîé èíôðàñòðóêòóðå.  ñòàòüå ñäåëàí âûâîä î òîì, ÷òî èìåííî HARD è SOFT-èíñòðóìåíòû ÿâëÿþòñÿ ýôôåêòèâíûì ñïîñîáîì âûñòðàèâàíèÿ íîâîé ãîðîäñêîé ïîëèòèêè, êîòîðàÿ, â ïåðâóþ î÷åðåäü, âëèÿåò íà àðõèòåêòóðó ãîðîäñêîé ñðåäû è åå èñïîëüçîâàíèå.
