This article analyzes the formation process of complex architectural heritage protection and preservation system in Italy. It reviews regulations, which became the basis for a legislative framework for the protection of monuments and sites in the country. There are elicited their relationship with methodological developments in the restoration theory domain including committees and public organizations activities. The article describes economic incentives to private owners of architectural monuments for their more active participation in preserving and valorization the country heritage and mutually beneficial cooperation with the state.
