Abstract	The analysis of the factors determining the dynamics of the natural elements of settlement system: The characteristic of territorial development in Russia, the critical groups of factors that affect the process of urbanization, the current state of urban development and socio-economic processes of urbanization as the basis of urban planning. Analyzed global trends that will affect the dynamics of the settlement system in Russia in the long term. One of the most important provisions mentioned in the article, is the conclusion that the policy of consolidation settlement of the country as a whole, its regions, provinces, agglomerations Russia needs. This will require the use of guaranteed by the state administrative and economic instruments to support the implementation of programs of social and territorial balance. A brief description and peer review proposals for the formation of the spatial framework of the resettlement of the Russian Federation.
